General Otjen graduated from the United States Military Academy in 1964 and immediately attended Ranger School at Fort Benning.  He went to Vietnam in 1966 as a Liaison Officer with 2nd Battalion, 14th Infantry Division.  Otjen served as Aide-de-Camp to Major General John C.F. Tillison, III, Commanding, 25th Infantry Division in 1967.  After several years in the United States, he became Commander of the 2nd Battalion, 9th Infantry, 3rd Brigade, of the 2nd Infantry Division in Korea in 1978.  Otjen went on to serve as Assistant Chief of Staff and then Commander of the 2nd Brigade, 8th Infantry Division in 1982.  In 1985 he became Chief of Staff of the 1st Armored Division before becoming Commanding General of the 8th Infantry Division in 1990, stationed in Germany.  Otjen returned to the United States again in 1992 to serve as Deputy Inspector General and was Commanding General of the First Army before his retirement in 1995.
